SCSGQ Policy Statement
The Syndicat des constables spéciaux du gouvernement du Québec is a free and democratic union organization, whose control is entirely assumed by its National General Assembly. In its principles, objectives and methods of action, the union is guided by a common sense of building a human society based on solidarity, freedom, dignity, justice and fraternity.
All bylaws adopted must respect these principles, as they are the only ones advocated by the Syndicat.
Quebec government special constables are peace officers, just like police officers. They are mainly assigned to courthouses, but their presence is also required in government buildings and on Parliament Hill, notably at the Quebec National Assembly and the Premier’s office. Special constables are mandated to protect life, maintain peace, order and public safety, prevent crimes and violations of the law, and track down the perpetrators. They protect the physical integrity of people and property through prevention, control, surveillance, escort, guarding and investigation.
Applying the Criminal Code and respecting the Charter of Rights and Freedoms
Special constables make arrests, conduct criminal investigations, execute arrest warrants and register with the Centre des renseignements policiers du Québec. Among other things, they apply the Criminal Code and must act in compliance with the Charter of Rights and Freedoms. Finally, they file criminal charges with the Director of Criminal and Penal Prosecutions.
